Since 1885 he was familiar with Chekhov, for fifteen years, a frank correspondence was conducted between them. In 1906-1908, after the death of N. A. Leikin, he was the editor-publisher of the “fragments”. In 1890-1900 he headed the International Department in the Main Directorate of Posts and Telegraphs. Active state adviser.
