New possibilities for the repayment of debts by foreign states on loans provided by the former USSR and Russia are being explored. A critical assessment is given of the previous Russian policy on the use of these financial assets and the effectiveness of Russia's entry into the Paris Club of creditors, the results of debt restructuring in 2000-2003 are summarized. Recently declassified data on the debts of foreign states to Russia are analyzed. Based on the conducted research, proposals are made for improving the management of foreign financial assets and modern credit policy.
