In this work, the first in the domestic historical science attempt to comprehensively analyze more than fifty-year-old experience of the military-district organization of the pre-revolutionary Russian army is the experience of complex and not straightforward. Arriving during military reforms D.A. Milyutin, after Russia"s defeat in the Crimean War, the military districts became the ridge of the organization of the army of peacetime. In case of war, the border districts were ready-made field army, and the rear became the resource base of the warring army, preparing her human replenishment and supplying everything necessary. Until 1917, the military district system was tested by several large-scale regional wars and one global, demanding the maximum voltage of all human and material capabilities of the empire. The monograph discloses the main stages of the creation and evolution of the military-district system, the features of its functioning in peacetime and during the years of military testing, the difference in the structure and activities of the internal and border districts, non-core, primarily the police functions of the troops. The characteristic of the teams of the districts at different stages of their development is given. Special attention by the authors paid key periods of Russia"s history of the second half of the XIX - early XX century. And the place of the military district system: the time of the great reforms of Alexander II, the Russian-Turkish war of 1877-1878, the Russian-Japanese war 1904-1905, World War 1914-1918. and revolutionary cycles of 1905-1907. and 1917
