The study of the civil service is a significant part of studying the system of government in Russia. Modern achievements and problems, accomplishments and shortcomings of government administration are largely determined by the history of its development and formation. The generalized quote "we all came out of Gogol's 'Overcoat'," widely used in assessing Russian classical literature, is somewhat applicable to the analysis of the history of government administration in the Russian state. In this context, we are talking about the role of "overcoat" holders - government officials - in the country's history.
Domestic historiography and literature represent the system of government administration and the image of a government official exclusively in a critical style. Without entering into an open debate with this approach, the authors of the book show how government officials, along with military personnel and cultural figures, entrepreneurs and workers, scientists and peasants, have contributed to the greatness of the country for centuries. The history of the civil service of the Russian state in the 19th - early 20th centuries is presented in this book.
