The period 1917-1918 was crisis and tragic in the history of Ukraine and other states formed on the ruins of the Russian Empire. A deep study of the professor of New York University O.S. Fedyushin concerns not only Germany’s expansion to the east, but also the problems of Crimea, the Black Sea basin, the Polish issue, as well as the relationship between Russia and Germany. The efforts of Germany to overthrow the Rada and the establishment of the hetman of General Skoropadsky are analyzed in detail. The scientist is based on German and Austrian archival materials, which, after the fall of Berlin in 1945, were captured by allies. Fedyushin presents different points of view on the most difficult political issues and correctly sets out his vision of the problem, giving a clear assessment of Germany’s policy in the East
