The monograph considers the activities of the third branch to maintain public order, morality and political stability in the country, shows forms of control and supervision of the private life of ordinary people. The panorama of everyday city life of 1826-1866 is recreated. With an emphasis on abnormitative and deviant (from the point of view of the authorities) behavior. The methods of extrajudicial (administrative or mediative) consideration of disputes and conflicts are shown, in the permission of which the third department was involved. Methods of combating traditional behavioral anomalies and problems of private and public life are evaluated. Previously unknown archival documents are introduced into scientific circulation.
