The monograph was prepared in the line of environmental history - a modern and relevant interdisciplinary scientific direction. It presents a historical study of state-public perception, understanding and solving socioprodic processes that occurred in the late agrarian society of the European part of Russia at the end of the 19th-the first third of the 20th century. The source basis of the study was both archival documents and a variety of published materials. Part of the archival sources is introduced into circulation for the first time. In conclusion, the historical experience and model of the interaction of the Russian state and society in the process of understanding and regulating the environmental problems of the village is summarized, the importance of cooperation between the state and society in the formation of an adequate response to environmental challenges and healthy national eco -management is emphasized. The publication is addressed to specialists, researchers, teachers and university students, as well as to everyone who is interested in the environmental history of Russia
