The monograph developed a scientific concept of the local department of Siberia of the XVIII - early twentieth century, according to which the military -administrative powers of the governor"s rule were transformed in the XVIII century. In the administrative and police functions established under the imperial legislation and implemented by governors using an extensive and specialized police apparatus. An original judgment is proposed that the general police since its creation in the XVIII century. She played a leading role in the system of local administration of Siberia, in fact realizing the functions of the local administration.
