In this monograph, the authors consider the organization and functioning of the internal affairs bodies with anti-Bolshevik governments in the territories controlled by him: the south of Russia, the North and North-West, the Volga and the Urals, Siberia and the Far East at different periods of the civil war. The novelty of the work lies in the fact that on the large array of archival primary sources, regulatory documents are deeply represented and analyzed when creating certain structures that performed the functions of internal affairs bodies, organizational and legal principles of building internal affairs bodies of individual governments. The authors managed to get away from politicized assessments of the functioning of these formations, clearly show all the positive aspects and shortcomings during legislative activities, the development of regulatory documents, formation, development, inconsistencies between the approved states and the practical embodiment of the set of officials on the staffing, etc. > The monograph concludes that the general unifying beginning of all anti -Bolshevik governments is the conditions of wartime, military operations and the dynamic variability of the controlled territories, temporary and even extreme nature of the construction, the impossibility of creating such a law enforcement system that would be sustainably stable in these conditions ensured public order and effective struggle against criminal crime. After all, the Civil War in Russia was not only an armed confrontation of the parties, but also a conflict of various political forces, various ideologies. In this regard, the system of governing the internal affairs bodies of the opposing power structures was of great importance. The crime, which they had to carry out, during the years of the Civil War had a stable tendency to growth. Therefore, the formation of the law enforcement system of anti -Bolshevik state formations that began to arise in Russia in 1918 was one of their main tasks
