The second volume, being part of the project united by a single intention, includes published at different times in periodicals of work related to the subject of comparative, domestic and foreign constitutional law. The content of individual publications is somewhat clarified or reinforced by modern connotations, despite the fact that their conceptual format has not changed. Volume 2 is represented by two books, the volume and composition of the material of both books are subordinated to the task of familiarizing the state-owned problems of interest to the interpretation and assessments of the author of the key problems of the developing modern constitutional legal theory and constitutional practice.
The conceptual, and significantly different from the prevailing in the doctrine, approaches to understanding the fundamental problems of the theory and practice of constitutionalism. The system -forming in all work is the idea of human rights - a kind of supporting structure of the entire “constitutional building” (current law as a whole), the implementation of which in the democratic, social law state in the conditions of the 21st century is implicitly subordinate to the organization and activities of the entire system of public power, positive law, Law enforcement practice and law enforcement. A study of the nature of the basic rights of man, their limits, the grounds for restrictions, mechanisms of counteracting intelligence and cancellation, as well as abuse, justification of new rights in their constitutional system, including the so -called constitutional procedural rights, the quintessence of the presented publications.
Conceptual unity incorporated in the four sections of the book of the material gives it the genre of a monographic publication.
The book is oriented both on the professional environment, and is recommended for a wide range of readers, whose interests and values are involved in the constitutional legal life of modern society
