Among the dramatic episodes that fell to the share of the Patriotic Underwater Fleet during the Great Patriotic War, the 1943 campaign in the Baltic occupies a special place, as one of the most unsuccessful. From the composition of the 1st echelon of the deployment of the 1943 campaign, two of the three submarines included in its composition, from the 2nd - two of two, despite the fact that not one of them was able to break out of the Gulf of Finland. The submarines participating in the campaign did not commit a single torpedo attack, so that the losses suffered were not compensated by any combat successes. These facts did not leave indifferent not only historians of the domestic Navy, but also veterans and publicists, as a result of which the light saw a number of works based on various quality materials. The authors tried to find out what caused such severe losses and who bears personal responsibility for them. The declassification of a large layer of documents from domestic archives in recent years, finds at the bottom of the Gulf of Finland, as well as access to the documents of former opponents, makes it possible to quite fully restore the picture of events and as objectively evaluate the causes of tragic failures
