Vitaly Ivanovich Vorotnikov from 1983 to 1988 headed the Government of the RSFSR, was a member of the Politburo of the Central Committee of the CPSU. In October 1988, he was appointed chairman of the Presidium of the Supreme Council of the RSFSR, but he was not long at this post. When, under the pressure of Mikhail Gorbachev, a decision was made on the reform of the state system on the principle of its "democratization", and then on changing the political status of Russia towards its "sovereignty", Vorotnikov expressed disagreement with the principles of reform.
