The American historian, political scientist, specialist in Russia and Eastern Europe, Professor Dallinn, reconstructs the history of the German occupation of Soviet territories during the Second World War. He begins his study by studying the historical conditions of the German invasion of the USSR in 1941, the motivation of the Nazi leadership in the first months of the war and organizing the occupation government. Then the author analyzes the long -term goals of Germany in the occupied territories - including the national question - and their implementation in Ukraine, in Belarus, the Baltic states, the Caucasus, in the Crimea and in Russia. Particular attention in the study is paid to the German approach to organizing agriculture and industry, attitude to prisoners of war, forcedly mobilized workers and collaborators, as well as cultural issues, education and religion. The final part is devoted to German politics, propaganda and the use of defectors and ends with the outline of the experiments of the "political war" in 1944-1945.
