Conducting a large-scale discussion of the draft Constitution of 1936 and the All-Union census of the population probably denied Stalin’s expectations that socialism in the USSR had already been mainly built, and showed that the alleged audit of the leading personnel on a competitive basis with secret vote could come out of under control. In the first half of 1937, the authorities tried to find a compromise with the peasants, including the one -handed people, in order to integrate them into the events on the side of the authorities. However, by the middle of 1937, the former deprivs and other “suspicious elements” that received the rights under the new Constitution were included in the categories of the population subject to repressions by order of the NKVD No. 00447, and the leading district personnel, instead of verification by the elections, appeared before indicative ships. The reason for the organization of the first of them was the confrontation of all the events of the Soviet regime of residents of two village councils of the Lepel district of the BSSR.
