Arseny Grigoryevich Zverev was one of the closest associates of I.V. Stalin in the 1930s-early 1950s. He held the post of People"s Commissar, and then the Minister of Finance of the USSR, conducted the famous monetary, "Stalin" reform in the country, and did a lot for the development of the economy of the Soviet Union.
