The book is devoted to the development of the Soviet state and law from 1962 to 1984. In the period under review, the formation of Soviet law was completed, the socialist state entered the era of stagnation. At the same time, important events took place, both widely known and not very striking, but influenced the development of the domestic state and law: the Kosygin reform, and a little later the constitutional reform of the 70s, the emergence of dissidents and human rights defenders, and, finally, systematization The legislation of the 60-70s, accompanied by acute discussions about the system of Soviet law, its industries, an attempt to create a set of laws of the USSR. We believe that without the analysis of these events it is impossible to understand not only what happened then, in 1962–1984, but also what is happening now, in the 20s of the XXI century.
