The monograph considers the history of the formation of Soviet diplomacy in the struggle for the international recognition of the war and revolutions of the new Russian state - the Union of Soviet Socialist Republics that tried to implement the first "socialist" experiment in history and proclaimed new principles of its domestic and foreign policy: the equality of workers, justice and decency. The experience of this struggle seems extremely important for the Russian Federation - a state that arose almost on new ruins - now the destroyed USSR. The focus of attention is the Ministry of Foreign Affairs of the Russian Empire, who was in charge of foreign policy, turned into the People’s Commissariat for Foreign Affairs during the revolutionary events of 1917. The publication reflects the difficult path of Soviet Russia from the categorical failure of capitalist countries to its complete international recognition in the person of the USSR.
