This book, dedicated to the theoretical and practical problems of rule -making, is written by the famous Russian lawyer, politician, public figure. As a deputy of the State Duma of the first four convocations and practicing expert, Viktor Pokhmelkin participated in the creation of most Russian codes, including civil, criminal, land, tax, labor and procedural - civil, arbitration and criminal, more than 300 federal laws and other regulatory acts.
