In the book of Nancy Schilds Collmann, Russia of early New Age is seen as the "Empire of differences": the government ruled the empire in the conditions of a huge cultural, linguistic and religious diversity of the peoples subject to it. The Moscow authorities without hesitation used violence to subordinate the territories, but they also cooped representatives of local elites in the imperial nobility and local administrations and projected the image of a favorable king that protects their people.
