The General Staff was compiled by Lieutenant General Ludwig Ludwigovich Sturmer (1809-1886) With the rank of Lieutenant Colonel of the General Staff, Sturmer was first for instructions at the former department of military settlements, and then appointed the ruler of the cases of the Imperial Military Academy and the inspector of the classes of the school of topographers. His further service was held with the rank of military censor and a member of the Czurny Committee. Made in the rank of lieutenant general, the Sturmer"s appointment was a member of the Military Educational Committee, and in 1883 he was enrolled in the reserve of the General Staff with the production of general-infantry general.
