The book included the annual reports of the political police, which, under different names, were compiled throughout the reign of Nicholas I. Before us arises an extensive, extremely diverse picture of the life of the Russian Empire, based on the reports of gendarme officers and the reports of secret agents. The reports cover all aspects of the country"s life - from the activities of the central ministries and the provincial authorities to specific incidents: epidemics, fires, natural disasters, cases of bribery and other significant crimes.
