The monograph is devoted to the legal history of civil society, created in the conditions of the accelerated modernization of the late imperial and early Soviet models. The focus of the study was the legislative process, during which the legal frame of relations between government and public organizations was modified, and with it and the practice of interaction between power and societies. In a comparative perspective, models of state-public relations were considered, which developed during periods of liberal reforms and counter-reforms of the last third of the 19th century, at the stage of evolution of the autocracy in the dualistic monarchy at the beginning of the 20th century, the establishment of a democratic republic in 1917 and the Republic of Councils after October 1917 .
