He was one of the founders of the Constitutional Democratic Party. In 1906 he was elected a member of the I State Duma from St. Petersburg. He was elected a member of the Constituent Assembly from the Petrograd province, but did not participate in the meetings. After the decree on the arrest of the leaders of the “bourgeois parties” from November 23 to 27 was kept in Smolny, after which he left for the family in the Crimea.
