The book completes the cycle of the Institute of Latin America RAS, dedicated to the phenomenon of growth and transformation of organized crime in the countries of Latin America and the Caribbean. On the basis of a deep analysis of the entire affordable source base, the authors of the monograph come to the conclusion that modern criminal-terrorist structures in the region are burdened by the creation of quasi-states and receive financial feeding due to drug smuggling, racketeering and corruption. The scale of such structures is such that, under favorable conditions, it allows them to dispute a monopoly on power in a traditional state. The authors give the theoretical justification of this phenomenon, show its structure, but in addition, the monograph proposes a thorough review of the criminogenic situation in almost each of the countries of the region. Particular attention in the book is paid to the importance of experience in countering crime in Latin America for Russia in the context of modern globalization and information technological processes, as well as the intensive development of bilateral relations
