The monograph reveals the content characteristics of the law in its historical development. The law as the main element in any legal system not only reflects its condition, but also acts as an indicator of the state of the political and legal organization of the state as a whole and parliament as an institution of representative democracy in particular.
The study is aimed at identifying the role of parliament, the significance and legal value of the basic law of the state in the context of globalization and digitalization, the definition of factors that affect the quality of the law, as well as indicators of its effectiveness. New opportunities are considered in the organization of legal activity and changes in the status of its subjects, problems associated with digital sovereignty of the state and national sovereignty in general.
Particular attention is paid to the organization of legislative work within the framework of the current direction and specialization of legal activities - legality, assessment of the regulatory impact of the future law, the role of the opposition and representatives of interests (lobby), streamline and legalize their activities, ensure the implementation of the law, various forms of parliamentary control as well as control mechanisms of timely adoption and execution of legislative acts.
