Like the previous six volumes (seven books), this work is devoted to the study of the most important trends in the development of the European Union, the world order as a whole and the analysis of the current state and prospects for the development of relations between the Russian Federation and the EU. The previous volumes covered the period 2004-2005, 2006-2008, 2008-2009, 2010-2011, 2011-2014 and 2015-2016. In the new one, it can be traced as a variety of manifestations of the systemic crisis of bilateral connections between Russia and the EU and the entire system of international relations fit into the overall picture. It consists of five sections in which new phenomena in the functioning of the EU are sequentially considered, factors that impede the normal dialogue and cooperation between Russia and the EU, and the prerequisites for their restoration on a qualitatively different basis, analyze the global context of bilateral confrontation.
