The monograph by the famous historian of the national -cultural problems of Tamara Krasovitskaya is devoted to the formation of early cultural policy and its connection with the problems of creating a new federal state - the USSR. The study presents the analysis of ideological and managerial, cultural and social practices based on the achievements of world historiography and the vast complex of published and new sources, which led to the original embodiment of the Bolshevik project. The book is a cultural and intellectual history, told through new archival and other sources, an appeal to them to substantiate the cultural and political milestones of the revolutionary era. The author shows how the new policy actually followed ideological modes, conventions and modern paths. She was diverse and controversial, due to the cultural and historical complexity of the Russian state and its society. This connection laid the base for the new ethnocultural society, the main mental profile of which would begin to take shape at the turn of the 1920-1930s. Its results by the beginning of the XXI are far from unambiguous and remain in the center of attention of researchers of the history of Russia
