In leading countries - exporters of education, revenues from education exports occupy a significant place in the national economy. Therefore, support and regulation of education exports, stimulation of national educational organizations aimed at ensuring the effective implementation of their export potential, are in the focus of governments and governing bodies.
In the state policy of Russia, the export of education became part of the socio-economic strategy for the development of Russia and the Russian higher education system in 2017, when the priority project “Development of the export potential of the Russian education system” was launched, the purpose of which was to increase the share of non-resource export of the Russian Federation by increasing the attractiveness of Russian education in the international educational market. In 2018, the priority project “Development of the export potential of the Russian education system” was reformatted in the federal project “Export of Education” of the National Project “Education”. And in 2019, by order of the Government of the Russian Federation, a strategy for the development of services exports was adopted until 2025, in which the export of education is devoted to a separate section - “Educational Services”. Thus, in the state educational policy there was a change in the paradigm from attracting the training of foreign students in the context of “soft power” to education as an export -oriented sector of the economy.
The development of export activities has become a new challenge for Russian universities due to the lack of experience, limited financial, personnel resources, lack of places in hostels, administrative barriers and legislative restrictions. At the same time, according to the author, Russian universities have a significant export potential to expand the contingent of foreign students. The author offers practical approaches and recommendations for organizing a reception company at a university, targeted models of activity in the field of education exports, etc. Also in the book is an analysis of the state and prospects of export of Russian education, the main directions of state support for exports of education, which, of course, will be interesting to the governing bodies education and universities.
