Congress of People"s Deputies of the USSR - the highest body of state power of the USSR in 1988-1991. An extraordinary Fifth Congress of People"s Deputies of the USSR was held from September 2 to 5, 1991 - during the period when it was already obvious that the country would cease to exist, but the fragile hope for its preservation still remained. And first of all, this hope was assigned to the congress of people"s deputies. However, the congress could not protect the USSR and opened the way to the Belovezhsky agreements.
