The monograph is dedicated to the history of British diplomat Robert Bruce Loccanta (1887-1970), who in 1918 was involved in the so-called "conspiracy of three ambassadors".
According to the official Soviet version, on the basis of which Lockcartes and some other foreign diplomats and citizens were sent from Soviet Russia, the conspiracy involved the organization of the coup and overthrow of the power of the Bolsheviks, as well as the continuation of the war against Germany on the Eastern Front. Researchers often argued that this threat was exaggerated and became only an excuse for the unfolding red terror. According to the author of a living and at the same time deeply worked out the book, the threat of overthrowing the Soviet regime was real.

Jonathan Schnir - an American historian living in Britain, invited professor of Oxford University, Honored Professor of the Technological Institute of Georgia. The owner of numerous academic scholarships and awards. His book "Balfur declaration: the origins of the Arab-Israeli conflict was awarded the 2010 National Jewish Book Prize. The book "Conspiracy Lockcart" was included in the short list of the British Prize "Pushkin House" (Pushkin House Book Prize) for the best scientific book about Russia (2021)
