The Cabinet of Ministers formed in 1731 was essentially a successor to the abolished supreme secret council. The cabinet played the role of the co -ruler of Empress Anna Ioannovna, whose competence coincided with the competence of the Sovereign. Three people met in the office: Count A.I. Osterman and Prince A.M. Cherkassky all the time, and the "third comrade" has changed: the counts G.I. Golovkin and P.I. Yaguzhinsky died, was executed by A.P.
