After the October Revolution of 1917, the All -Russian Federation, the All -Russian Central Executive Committee, which gave a general direction of the government and all authorities, became the supreme legislative body of the RSFSR. With the formation of the USSR in 1922, the Central Executive Committee was created - at first a single -fed, and since 1924 - a bicameral higher authority of state authorities between the All -Union Congresses of the Soviets. He had broad powers in the economic field, in the approval of the state budget, ratification of international treaties, etc. In 1936, after the adoption of a new constitution, the Supreme Council consisting of two chambers replaced CIK.
