The book contains a new translation of the most important source on the history of the East Roman Empire and neighboring countries, including Rus". The translation was made with the intention to convey the stylistic originality and variety of texts united in the unfinished composition of King Constantine VII Bagryanorodny. In the proposed edition, the essay "On Empire Managing" is first divided into small text passages convenient for reading and understanding, marked by the degree of alleged author’s intervention of King Constantine. The Greek text of the Moravika dwells is re -revised and in places changed in places, the critical apparatus is partly reduced, partly changed and supplemented. The book is dedicated to the memory of an outstanding Russian scientist, academician G.G. Litavrin, with whom the translator still managed to discuss the plan of the new translation and the several of the first chapters of the change in the Greek text
