In 1712, by decree of Peter I, the capital of Russia was moved from old Moscow to St. Petersburg, a city located outside the state. So there was a declarative turn to Europe.
Petersburg quickly, before the eyes of the same generation, became a real “European "among Russian cities: the Western European experience in planning and construction was widely used during its development.
