The book provides an analysis of the implementation of the priority national project “Health”, which was given to the President of the Russian Federation V.V. Putin on September 5, 2005 in the late 1990s-early 2000s. The dissatisfaction of the population of medical care and the work of medical organizations increased, the mortality rate of the population increased significantly and the birth rate decreased, which required the adoption of emergency measures in the shortest possible time to improve the situation. In public administration, a design method was applied, which subsequently proved its effectiveness. The project provided for the formation of growth points by type of medical care: primary medical, ambulance and specialized, primarily high-tech, as well as the development of healthcare infrastructure. As a result of the project, in a rather short time, it was possible to effectively implement measures to improve the availability and quality of medical care. This made it possible to reduce the mortality rate indicators, first of all, from diseases of the circulatory system, cancer, traffic accidents, reduce the incidence of the population with individual infectious diseases due to the development of vaccination programs, and improve medical care for mothers and children. It was also possible to significantly increase the technological capacity of medical care and the material and technical level of medical organizations.
