The issues of substantiating the methodological principles of software-target management in the compulsory medical insurance system are considered.
Foreign practices of software-targeted medical insurance management are analyzed. A comparative analysis of the goals, objectives, volumes and structure of financing, the effectiveness of the basic program of compulsory medical insurance, territorial programs of compulsory medical insurance, state programs of the Russian Federation and the constituent entities of the Russian Federation "Development of healthcare" and the national project "Health ”were performed. The effectiveness of the instruments of software-target management in the system of compulsory medical insurance used in Russia is evaluated. The development of a set of measures to improve software-target management in the compulsory medical insurance system is given.
