The book analyzes the concept and traditional functions of the head of state based on a large factual material: the head of state in the Russian Empire, the state bodies of Soviet Russia that performed the functions of the head of state, the President of the Russian Federation as the head of state, including the constitutional and legal status, the election procedure, assumption of office, the President's powers, and more. The monograph was prepared taking into account the changes established by the Law of the Russian Federation on the amendment to the Constitution of the Russian Federation No. 1-FKZ of March 14, 2020, "On improving the regulation of certain issues of the organization and functioning of public authority."
