This leadership was drawn up with the aim of proposing the judges who are drawing to the norms of the Convention, its basic principles and approaches regarding the issues of its sphere of action, interpretation and application. It was conceived as a brief leadership, written in an understandable language and serving, if necessary, with a road map for a deeper study of this problem, if necessary. The management was created more likely to give answers to separate questions that can arise at any stage of application of the Convention than as a universal fundamental work. This leadership is addressed to judges who are an integral part of the working mechanism of the Convention
