The book is a study of the influence of a personal factor on the legal policy of the Russian Empire in Central Asia in the XVIII - early XX century. The heads of the Russian Imperial Regional Administration and representatives of the National Elite of Kazakhstan and Central Asia often played a key role in the political and legal development of the region, their personal sympathies and antipathy, the degree of proximity to the imperial court could determine the policy of a number of regions of the Russian Empire and neighboring states. Also, the personality of one or another representative of the imperial administration or national elite depended on how regional politics corresponded (or did not correspond to) the general imperial political ideology in relation to a particular region.
