State estimated standards for government elemental estimated standards for construction and special construction work (hereinafter - GESN) are intended to determine the need for resources (work and construction workers" costs, machinists, the time of operation of construction machines and mechanisms, material resources) when performing construction and special construction work and for compiling on their basis estimated calculations (estimates) on the production of these works by resource and resource-index methods.
GESN is the source norms for the development of other estimated standards: single rates of federal, territorial and industry levels, individual and enlarged estimated standards.
