The presented monograph explores foster families as one of the forms of care for orphans and children left without parental care in the Russian Federation. An analysis of the legal foundations of foster families in the context of the historical development of guardianship and patronage in Russia has been conducted. The theoretical and practical aspects of legal regulation issues related to the placement of children without parental care in foster families, as well as their upbringing, protection, and defense of their rights and legitimate interests during the establishment, operation, and termination of foster families at the present stage, have been examined. In order to create the best conditions for the quality upbringing of foster children regardless of the specifics of their development, the author has proposed the creation of a new two-tier model of foster families in Russia.
The monograph was written using domestic scientific doctrine, international, Russian, and foreign normative legal acts, and judicial practice.
