The book is dedicated to the life and activities of the "Ostsee German", a talented Russian sailor, a researcher of the Black and Mediterranean Seas, a hydrograph, a hydrologist, a meteorologist, historian, teacher and public figure F.F. Vrangel. Being one of the most educated officers of the Russian fleet of the late XIX century. It approached from a scientific position to hydrographic and hydrological work, testing new devices, development, a new method of determining distances for artillery shooting, and the process of educating young people. The conditions in which the practical activity of F.F. Vrangel was shown, his character, the appearance of a researcher, scientist, and teacher was formed. Particular attention is paid to the relationship between F.F. Vrangel with the admiral F.P. Little, Vice Admiral S.O. Makarov and many others.
