The Court of Council is an ominous secret society that has existed in Gotham since the 17th century and consisted of rich and influential families of Gotham. From the very beginning of its existence, the court tried to seize power over the city, eliminating enemies with the help of professional hired killers, known as a claw. Bruce Wayne attracted the attention of the court when he announced plans to breathe a new life in Gotham, which threatened their control. They sentenced him to death, which attracted Batman"s attention. Despite the defeat, the Council of Council continues to fight in order to regain control of the criminal world of Gotham.
