The monograph develops theoretical concepts about the essence and significance, evolution of normative regulation of factual grounds for initiating preliminary investigation, and presents their interpretation in modern criminal procedural policy. A systematic analysis and generalization of normative regulation of grounds for conducting preliminary investigation in foreign law have been carried out, and individual structural elements of this category have been studied. Justified changes in the law are implemented to achieve an optimal model for initiating criminal proceedings, which maximally contributes to the protection of the rights and interests of individuals and organizations affected by crimes, simplifies their access to justice, and guarantees protection for individuals subject to prosecutorial activities from unlawful actions by state authorities. Legislation is provided as of December 2022. For scientific and practical workers, students, cadets, postgraduates, adjuncts, and teachers of legal educational institutions, as well as for anyone interested in issues of criminal procedure.
