Today, in the spring of 2016, many will consider that the task of the innovative development of Russia, which was mentioned a lot during the period of the presidency of D.A. Medvedev is no longer relevant. Nevertheless, we are sure that this task remains important for our country, and it will again become on the agenda of the development of our country. The topic of reforms in socio-economic and political life is relevant today. Therefore, if we consider these reforms as a special type of innovation, innovation in the socio-political sphere, then interest in institutional forms of organizing innovative projects, their occurrence, nomination on the agenda of power structures, and accompanying their implementation. This task can be considered from the standpoint of searching for the most effective forms of interaction between carriers of practical-oriented scientific knowledge in the power structures of various kinds. Briefly, such carriers can also be called representatives of the expert community, if we understand by experts not only those who are ready to provide expert services to government representatives, but are also ready to offer their ideas and proposals, including prepared projects for reforming certain areas of public policy. It is clear that it is almost impossible to prepare such projects alone, so our attention was primarily attracted by the so-called “thought factories”, or independent analytical centers, which include experts with a serious scientific education, capable of proposing this or that innovation in socio- The political sphere, and experts in the field of interaction with power structures, specialists in the field of GR - Government Relation who can bring the developed proposals to focal groups in executive or representative authorities. It is precisely such structures - factories of thought, their occurrence in the USA and development in other countries of the world, and, especially in our country - are the main focus of attention in the book proposed to readers. At the same time, our studies of the development of such structures in modern Russia show that in the last decade their number is reduced, and they continue to operate only in the largest Russian cities. Therefore, our attention was also drawn to the activities of expert communities, expert networks, and other, softer forms of expert self -organization. Such forms also developed in Soviet times - a methodological movement, the beginning of which was laid by G.P. Shchedrovitsky. In our opinion, such expert networks, including professional associations in which internal corporate morality and responsibility to each other gradually receives the development of the political subjectivity of the expert community, gradually receive the development and allow its members to confront the desire of the authorities to use experts mainly for symbolic purposes - for a science justification of already made decisions
