Alexey Andrianovich Golovachev (1819-1903) - a Russian public figure and publicist, participated in the development of a project for the abolition of serfdom, a significant part of which was based on "provisions" on February 19, 1861. He became the first historian of both the reforms of the 1860s and the railway business in Russia. The problems studied by him - the determination of the directions of the construction of railways, the relationship of the state and private capital, both foreign and domestic, public control over the activities of railways, their national economic efficiency - remain relevant today.
