In this study on the basis of analysis of macro- and megacle, which includes the trends of the global energy market and the technical and economic development of leading world economies, the inclusion of shelf development projects among the priorities of the modern development of the Russian economy is justified.
The monograph presents the author’s methodology of comprehensive multi -criteria technical and economic assessment of the effectiveness of the implementation of oil and gas projects, as well as approaches to solving the problems of optimizing the uniform portfolio of projects for all subsoil users, which allows an objective analysis of the effectiveness of heterogeneous naval oil and gas facilities and, as a result, -as a result - To substantiate managerial decisions taken at the state and corporate level that can ensure maximizing the economic effect in the development of a shelf in modern Russian realities.
