These Rules contain the requirements for the technical use and maintenance of the corps, systems, devices, assemblies and mechanisms of the vessels of the Naval Fleet of the Russian Federation aimed at preventing failures and thereby ensuring the safety of people, vessel, transported cargo and environmental protection.
They apply to marine ships, which are operated under the state flag of Russia and are registered by the inspection of the state supervision of a sea commercial port in one of the registers of the vessels of the Russian Federation in accordance with the requirements of the trade navigation code, as well as for shipowners of these courts, regardless of ownership
