Formation of efficiency assessments for natural monopoly production systems

The issues of forming assessments of the effectiveness of natural-monopoly production systems (both in general and at the level of network subsystems) are considered in terms of modeling the costs of their activity. Based on the definition of a natural monopoly through the subdaditivity of its cost function, technological determinants are analyzed as characteristics to identify sources and scale of cost savings due to ways of organizing multi -product production. Approaches to modeling technological determinants and their discrete analogues are discussed not only in theoretical, but also in the applied aspect, which is essential for increasing the validity of managerial decisions in the field of reforming domestic natural monopolies.
