In modern historiography, legal institutions of the late Russian Empire are often associated with arbitrariness and corruption. But is this true? What was the actual system formed by the judicial reform of 1864? How did it contribute to bringing the outskirts of the state closer to its center and integrating the "others" into the imperial society? In search of answers to these questions, Stefan B. Kirmse explores the legal practice of imperial construction and its influence on the rights of national minorities. The author shows how the legal reform changed the interaction of citizens with the state in the 1860s-1890s, using the example of new legal institutions in Crimea and Kazan province - two regions distinguished by their ethnic and religious diversity. Presenting the new judicial system as a field where the interests of different legal subjects clashed (from lawyers and officials to ordinary citizens), the historian demonstrates how these subjects not only interacted with each other but also influenced state policy. Stefan B. Kirmse is a senior research fellow and research coordinator at the Leibniz Center for Modern Oriental Studies (Berlin) and a senior lecturer at Humboldt University in Berlin.
